Each year (depending on availability), the City schedules a Tree Give-Away, which is usually held in April. Each homeowner within the City limits can receive up to three trees per year. A few weeks before the event, a notice will be sent in your water bill with a number to call to reserve your trees. The give-away is on a first-come, first serve basis, so be sure to reserve your trees early.
